Rethinking Knowledge-Based Urban Development: Why Proximity Alone Is Not Enough by Willem Tait


Cities worldwide are investing in science parks, innovation districts, technology hubs and knowledge precincts. These developments are often based on a straightforward assumption: when universities, businesses, government institutions and researchers are located close together, they will communicate more frequently, exchange ideas and create innovation.

However, the research paper Reassessing the Cluster Approach to Knowledge-Based Urban Development, written by Mostafa Dehghani and Sina Shahab, questions whether physical proximity is enough to produce meaningful collaboration.

Using Isfahan in Iran as a case study, the research suggests that successful knowledge-based urban development depends less on placing organisations near one another and more on building trust, creating effective institutions and encouraging genuine stakeholder participation.

What Is Knowledge-Based Urban Development?

Knowledge-based urban development, commonly known as KBUD, is an approach that uses knowledge, innovation, education and collaboration to support a city’s economic, social, environmental and institutional development.

The objective is not simply to create technologically advanced cities. It is to develop urban environments where knowledge can be produced, shared and applied to improve economic opportunities, public services, sustainability and quality of life.

A knowledge city therefore depends on contributions from several groups, including:

  • Local and national government

  • Universities and research institutions

  • Businesses and entrepreneurs

  • Property developers and investors

  • Civil society organisations

  • Local communities and residents

Many KBUD strategies use a cluster approach, concentrating knowledge-intensive activities within a defined geographical area. Science parks, university precincts, innovation districts and technology campuses are common examples.

The underlying assumption is that proximity increases interaction, and that greater interaction eventually produces trust, collaboration and innovation.

The study suggests that this process is not automatic.

The Isfahan Case Study

The researchers examined communication, trust and participation relationships among 14 important stakeholders involved in Isfahan’s knowledge-based urban development.

They used social network analysis to map the relationships among the stakeholders. They then applied the Quadratic Assignment Procedure, known as QAP, to examine the connections between three networks:

  1. Communication between stakeholders

  2. Trust between stakeholders

  3. Participation in knowledge-related activities

Detailed information about the stakeholders’ physical locations was unavailable. The researchers therefore used communication links as an indirect measure of proximity and interaction. This limitation is important because the study did not directly measure the physical distance between every stakeholder.

Trust Matters More Than Communication

The strongest result was the relationship between trust and participation.

The trust and participation networks had a correlation of 0.74, indicating a strong association. Stakeholders who trusted one another were considerably more likely to participate together in knowledge production, sharing and urban development activities.

The findings suggest that increasing communication does not necessarily create trust. It also does not guarantee meaningful participation.

Stakeholders may attend the same meetings, exchange information or operate within the same precinct without developing the confidence required for sustained collaboration. Communication may remain formal, transactional or fragmented.

Physical proximity can create opportunities for interaction, but it cannot manufacture trust.

Why Clusters Sometimes Underperform

The study does not argue that science parks, knowledge precincts and innovation districts have no value. These developments can concentrate infrastructure, talent, investment and specialised services.

The problem arises when planners assume that constructing the physical environment will automatically produce an effective knowledge network.

A successful cluster also requires:

  • Shared objectives

  • Transparent decision-making

  • Consistent stakeholder engagement

  • Credible governance structures

  • Institutional stability

  • Inclusive participation

  • Fair access to opportunities and resources

Without these conditions, organisations may occupy the same area while continuing to operate independently.

The result can be a collection of impressive buildings and institutions without the relationships necessary to produce genuine collaboration.

The Importance of Informal and Public Spaces

One of the paper’s most important conclusions is that knowledge production does not have to occur exclusively within specialised technological environments.

Informal and public urban spaces can also support knowledge exchange. These may include libraries, community centres, cafés, public squares, shared workspaces, civic forums and other places where people can interact outside rigid institutional structures.

These environments may allow ideas to move between professionals, businesses, communities and local government more naturally. They can also make local knowledge, practical experience and community perspectives part of the urban development process.

This broader approach recognises that valuable urban knowledge does not belong only to universities, technology firms or formal research institutions. Residents, community organisations, small businesses and local professionals also possess knowledge that can contribute to better urban decisions.

Implications for Urban Planners and Property Developers

The findings carry an important lesson for urban planning and real estate development.

Developing a knowledge precinct should not be treated purely as a property or infrastructure project. Buildings, digital systems, transport connections and public amenities remain important, but they form only the physical platform.

Developers and city authorities must also consider the relationships that will operate within the development.

This means asking:

  • Who controls the precinct?

  • How will stakeholders participate in decisions?

  • Are responsibilities clearly defined?

  • Can smaller organisations and communities participate?

  • How will trust be developed over time?

  • Are spaces available for formal and informal interaction?

  • Will the development connect with the wider city?

Programming, governance and stakeholder engagement may be as important as architecture and infrastructure.

A technically advanced district can still fail as a knowledge ecosystem when its institutions are fragmented or when communities do not trust the organisations responsible for the development.

A Broader Understanding of the Knowledge City

The research encourages cities to move away from a narrow understanding of knowledge-based development.

A knowledge city should not be judged only by the number of technology companies, universities, laboratories or innovation centres located within it. It should also be evaluated according to its ability to build relationships, include different stakeholders and use knowledge to address real urban challenges.

This is particularly relevant in developing-country contexts, where governance constraints, institutional instability, infrastructure limitations and economic inequality may weaken the expected benefits of cluster-based development.

The cluster approach should therefore not necessarily be abandoned. It should be expanded.

Physical proximity can support knowledge exchange, but it must be accompanied by credible institutions, transparent processes, inclusive governance and sustained trust-building.

Conclusion

The central lesson from the Isfahan study is clear: placing knowledge-based organisations close together does not automatically create a knowledge city.

Communication is necessary, but communication without trust may remain superficial. Infrastructure is valuable, but infrastructure without participation may fail to generate meaningful collaboration.

Successful knowledge-based urban development depends on more than specialised buildings and designated innovation districts. It requires a connected urban ecosystem in which government, businesses, universities, civil society and communities trust one another sufficiently to share knowledge and work towards common objectives.

The future knowledge city may therefore be defined not only by where knowledge institutions are located, but by the quality of the relationships connecting them.
